Fenrir's mines are not electronic (current model has no elec). Thatcher's EGS and Impact EMPs disable Dread Mines, and Thatcher's own gadget list includes them.

Key Fenrir facts (Y11S3)

Y9S2 rework: 4 mines and 2 activation codes; inactive mines are no longer bulletproof; disabling a mine returns its code. (since Y9S2)
An armed mine releases gas when an attacker enters its radius, obscuring vision and hearing more the longer they stay. Fenrir's HUD shows when a mine is triggered, which doubles as intel. Fenrir is immune to the gas; other defenders aren't.
Dread Mines are electronic: Thatcher's EGS and Impact EMPs disable them, IQ finds them, Twitch and Zero destroy them, Sledge breaks them in one swing, and any damage kills them. Brava's Kludge turns an armed mine on the defenders (and keeps its code) or makes an inactive one self-destruct.
